MANCHURIAN RAILWAYS.
THE SUGGESTED NEUTRALISATION By Telegraph.— Press Association.— Copyright LONDON, 15th January. In connection with the outcry in Russia against the suggested neutralisation of the Manchurian railways, it is officially stated that Great Britain has not assented to any such proposal. Sir Edward Grey, Secretary of State for Foreign Affairs, has merely declared that Russia and Japan, as the Powers chiefly interested, ought to be consulted first. . Japan also resents the scheme, arguing that' Japan ought not to be molested in Manchuria any more than Germany in Shantung, where the latter has extensive railway and mining privilegos.
