RETIRES FROM NAVAL COMMAND. By Telegraph.— Press Association.— Copyright. (Received December 3, 8.30 a.m.) TOKIO, 2nd December. Admiral Togo has retired from his naval command. Admiral Ijuin succeeds him. Admiral Count Heihachino Togo, Chief of the Japanese Naval General Stan 7 , was born in 1847, and educated 021 H.M.S. Worcester and at the Naval College, Greenwich. He commanded the Naniwa in the China-Japan War, and was Com-mander-in-Chief of tho Japanese Fleet during the Russo-Japan War.
