STRENGTHENING THE NAVAL ARM.

France will commence the construction, of two 23,000-ton Dreadnoughts in 1910. b A speed of twenty knots an hour is provided for, and the vessels are to have the greatest attacking power and invulnerability. TWELVE MILLIONS FOR NEW CONSTRUCTION. (Received November 27, 9.10 a.m.) .BERLIN, 26th November. Details of the German Estimates show that the 6um of over twelve millions sterling 4 is to be devoted to- new construction, and armaments. DESTEOYERS FOR THE ARGENTINE (Received November 27, 11.15 a.m.) LONDON, 26th November. The Argentine Government has ordered in Britain four turbine-fitted destroyers, also four in France, and four in Germany. The vessels are to have a maximum speed of thirty-five knots an hour, and be able to steam 3600 miles.
