THE SMALL CLUSTER OF LORDS. (Received November 18, 9.5 a.m.) LONDON, 17th November. The Times, commenting on the reference in Mr. Churchill's manifesto tp the "small cluster of titled persons," says : — "A cluster of Lords does not rule the country, but it prevents the arbitrary ruling of the countiy by another cluster. The principal function of the Lords is to give the nation freedom to decide our destiny." Other newspapers comment on the manifesto on party lines.
