The Finance Bill was again discussed^ in committee in the House of Commonst A long and acrimonious debate arose on the question of exemptions from tbe reversion duty, lasting until 7 o'clock this morning. Mr. Balfour, Leader of the Opposition, declared-.that the conditions under -whiciLthe business of the House was conducted^ were scandalous and monstrous. Tbe^ members of the Opposition were -obliged to sit night after night, while squads*; of .^linisterialists were resting. Clauses 8 and 9 of the Bill were, car-? ried.
