STATE OF THE NAVY.
SERIOUS DEFICIENCIES REVEALED. Grave allegations of maladministration in regard to the state of the French Navy recently led to the appointment of a Parliamentary Commission, under the presidency of M. Dekasse, to enquire into the matter. The commission reported that while "work in connection -with tho French Dreadnoughts was found to be satisfactory, vital defects were discovered in the case of the three 15,000-ton battleships of the Liberte class, stationed at Toulon. In .the case of the Justice, which was completed only in 1907, the. Boiler-plates were burned through, and she will have to bo re-boilered. Thie operation 'will occupy several montlis. Explosions and other accidents on warships hare been numerous, fires occurred in Toulon arsenal, dockyards were 'badly equipped, woful niificonstraction v\as discovered on board the Gaulois, and serious defects in the submarines. Officials in high places were accused of culpable negligence, and strife and discontent were rife throughout the service. As president of this commission, >M. DelcasM) was. aiaturally well supplied with material for his attack on tho Government.
