SUBMARINE DISASTER.

In the House of Commons, Mr. M'Kenna, First Lord of the Admiralty, replying to Mr. A. H. Lee, Conservative member for Fareham, said that the submarines C 11 and C 17, which collided with a steamer off Yarmouth last week, the C 11 being sunk, with the loss of twelve lives, were unprovided with safety aelmets enabling the crews to escape in the event of the vessels foundering. It was impossible to supply all the submarines with helmets before November. Mr. Lee stated that the helmets were promised in Majt, 1908.
