The Tsar has ordered the release of General Stoessel and A/hniral Nebogatoff, now confined in the fortr&ss of Ste. Peter and Paul, owing to their health being seriously affected. General Stoessel vms tried by courtmartial last year i<»r the surrender at Port Arthur during the war against Japan, and sentenced to death. The Tsar, however, commuted the sentence to ten years' imprisonment in a fortress, with exclusion from military service and loss of his rank. Admiral Nebogatoff was tried by court-martial for his conduct in the naval battle of Tsushima, and sentenced lo a long term of imprisonment.
