4 , MR. FISHER'S POLICY. WHAT SHOULD BE AIMED AT. SPEECH BY THE HOME MINISTER. By Telesraph. — Press Association. —Copyright (Received August 30, 10.15 a.m.) PERTH, This Day. The Federal Minister for Home Affairs (Hon. H. Mahon), defending Mr. Fisher's naval defence proposals, advocated abandoning a naval subsidy to the Imperial uovernment by Austra lia, and initiating her own defence on the ocean. A spirit of seff-reliance, said the speaker, cannot coexist with a spirit of dependence. Under the subsidy system Australia could have no control over the ships subsidised, and in the event of war the Australian squadron would leave our seas unprotected. The payment of a subsidy would bleed Australia of millions, a.nd yet leave her unprotected in the hour of danger.
