The Sultan is prostrated, and has expressed a desire to abdicate. A proclamation announcing a change of occupant of the Throne is being drafted in the presence of Prince Mohamed Reshad, heippresumptive. Prince Mohamed Reshad is described as a just and temperate man, inexperienced, but honest, and susceptible to guidance. (Received April 21, 8.30 a.m.) ATHENS, 20th April. Mukhtar Pasha, who commanded the Turkish army in Armenia during the Russo=Turkish War of 1877, has reached Athens on board a German vessel. Mukhtar states that the Ministry and the Parliament were too cowardly to. proclaim a state of siege in Constantinople, otherwise the revolt-Wild have been nipped in the bud.
