Indian councils bill AMENDED. By Telegraph.— Press Association.— Copyright (Received April 21, 8.5 a.m.) LONDON, 20th April. The House of Commons, in committee on the Indian Councils Bill, reinserted power to constitute provincial executive councils. The Bill of Mr. Lewis Harcourt, First Commissioner of Works, to constitute London a single parliamentary borough, and to abolish plural voting, has been read a first, time. The provision in the Indian Councils Bill, . which has been reinstated, was struck out by the House of Lords by 59 votes to 18. Lords Curzon and Lansdowne, both ex-Viceroys of India, opposed Lord Morley's measure, though they appreciated the difficulties of the situation.
