RUSSIA IN MANCHURIA.
— SITUATION NEARING A CRISIS. By Telegraph.—Press Association.—Copyright. LONDON, Ist March. The situation arising out of Russia!*' insistence on administering-the municipal Government at Harbin (in Manchuria)* is nearing a crisis. The interested Powers will approach China, with a view to stronger action being taken. Manchuria was occupied by Russia at-the time of the Boxer outbreak, and though it should have been evacuated under the terms of the Mancburian Convention signed in April, 1902, it remained under Russian control. This was the immediate cause of hostilities between Russia and Japan, which ended in 1905 in the treaty of Portsmouth. At Harbin there is a connection with the Rus* -sinn Trans-Siberian railway to Vladivostok. On the signing of -the Treaty of Portemouth, bofch Japan-and Ttussia agreed >to restore Manchuria to Ghina, and engaged noi, to obstruct any general measures common to all countries which China may take for the development -of the coin.merce and industry in Manchuria." However both Russia and Japan are credited with a desire to promate self-interest at 1 the expense ot the "open-door."
