The Committee of Appropriation of the House of Representatives has reduced the fortifications estimates, to ten million dollars (£2,000,000), of which the iai'gest item is a million dollars for coast batteries in the Philippines. The Government's naval construction programme was also cut down, only four battleship^ baing go-nteffl instead of two. Fortifications on the Californian coast were recommended by the ArmyGeneral Staff, which pointed out that an Oriental power could land a hundred thousand men on the American Pacific coast within a month of the commencement of hostilities, and three hundred thousand within three months.
