9 . HEAVY PENALTIES PROVIDED FOR. By Telegraph.— Press Association.— Copyright. (Received December 11, 10.15 a.m.) MELBOURNE, This Day. The Federal House has passed a Stowaways Bill. The maio provision is that in the event of any vessel coming to Australia with an alien stowaway aboard, the master, owners, agents, and charterers shall be jointly and severally liable, on summary conviction, to a penalty of £100 per alien.
