During the second reading debate in the House of Commons on the Land Bill introduced by the Bight Hon. A. Birrell, the Secretary of State for Ireland, an amendment that it be rejected was moved by Mr. G. Wyndham, who. was Secretary of State for Ireland in, 1900-5. He moved the rejection of the mea-i sure, he said, on the ground that, if: passed, it would throw fresh obstacles in. the way of the sale of holdings to occupiers- and would increase the respon- | sibilities of the Chancellor of the Exchequer without conferring any corresponding benefit upon either tenants or owners. The amendment was rejected, the voting being : — Against the amendment ... 233 For the amendment ... ... 62 Government majority ... 171 The Bill was supported by Messrs. John Redmond (Leader of the Nationalists), W. E. Guinness (Conservative), and R. R. Cherry (Attorney-General for Ireland), while among those who opposed it were Messrs. W. O'Brien (Nationalist), H. Cox (Liberal), and C. Craig (Liberal). When Mt. Birrell had replied the measure passed its second reading and was pub into Committee of the whole House. Under the new Bill, according to Mr. Birrell, 180 million pounds will oe needed to complete purchases. The measure provides for the issue of 3 per cent, stock, for an increase of the interest on advances to intending tenants, lo reduce the bonds to 3 per cent., increase the present limit (twelve millions) of cash aid, and provide for a graduated bonus in order to assist the poorer landlord to sell. The Government asks for compulsory powers of resumption of the lands required for close settlement. The Congested Districts Board will consist of 18 members, whereof nine will be chosen by the local authorities of each congested district in the country. Th© finance will be | controlled by an administrative committee of non-elected members.
