MR. BALFOUR'S ASSURANCES. BRITAIN'S VOICE IN THE COUNCILS OF EUROPE.
\ LONDON, 20th November. Mr. Balfour, Leader of the Opposition, addressing a meeting of 4500 persons at Cardiff in connection with the annual conference of the National Union of Conservative , Associations, declared that while the Government continued the traditional policy of Lord Lansdowne and Lord Salisbury in foreign affairs, Unionises would do nothing to weaken Britain's voice in the Councils of Europe.
