The Porte has communicated to the Powers its programme for the propesed European Conference on Balkan affairs. It follows in all essentials the' draft programme prepared in reply to enquiries made by Great Britain, . France, and Russia last month. This rwaited tbo Sultan's approval, which vas to be given after the feast of Bair&m. ITurkey, therefore, accepts as subjects for the European Conference :—l.: — 1. Consideration of the ttatus of Bulgaria md Bosnia and Herzegovina. 2. The compensation duo to .Tv.rkey owing to the alteration of such status. In addition, the Poite asks the six great Powers (Russia, Italy, Germany, Bi'itain, Fiance, and Austro-Himgary) to guarantee Turkey against any mrther aggression. Turkey is also prepared to discuss a modification of the capitulation (or agreement) in connection with the Cretan quebtion if that question arises, but with the reservation that discussion (shall be between the Porte and the protecting Powers exclusively.]
