Clemeneeau, Prime Minister, had made a vitriolic anonymous attack upon him seven years ago, resigned his portfolio. I M. Clemeneeau handsomely apologised, and a reconciliation followed, M. Picard's resignation being withdrawn. M. Picard, described as an engineer, but not a politician, recently succeeded M. Thomson as Minister of Marine, the last-named having resigned office in consequence of the passage in the Chamber of Deputies of a resolution censuring him for neglect of duty
