Tho Now York correspondent of The Times states that President Eoocevelt has again stirred the country by means of a letter in which he has requested tho Intor-Stato Commerce Commission to investigate labour conditions as effecting railway employees, and 'possible reductions in wages. This is interpreted in somo quarters as an attempt to secure for Mr. W. H. Taft, tho probable Republican candidate for the Presidency, the Labour vote. In other quarters, however, Mr. Roosevelt's action is behevod to be a wise move tp secure means for the prevention of strikes, since it is apparent that the railway companies are facing conditions undor which they must either reduce the number of men employed or cut .vages. On tho 20th instant wo wero told that tho President had written to tho Intor-Stato Commerce Commission relative to the importance of limiting the hours of railway employees. Mr. Roosevelt holds that the present happy-go-lucky system of no control ovoi the great inter-Stato railroads, "with the insolent und manifold abu&cs which have so generally accompanied it," shuuld no longer be tolerated. He believos thore should bo national legislation to control all industrial corporations doing an in-ter-State business.
