<«. ALTERNATIVE ESTIMATES BEFORE THE DUMA. By Telegraph,— Press Association.— Copyright ST. PEERSBURG, 21st February. The Russian Government has submitted to the Duma alternative. Naval Estimates. The fu-st scheme proposes an expenditure of forty-nine millions sterling, spread over» four years, for tho construction of four battleships, and the re-establishment of the naval bases in the Baltic Sea. Tho second, which the Government favours, involves an expenditure of 200 million sterling, spread over ten years. All tho vessels are to be built in Russia, The Russian Admiralty at first proposed the expenditure of 225 millions sterling, spread over twelvo years. Recalcitrant Octobrists were willing to vote a hundred millions. The Government at first threatened to dissolve the Duma, if the credit required for building battleships was refused.
