A Japanese memorandum, which has been handed to tho American Ambassador at Tokio, shows that the Government has agreed to a number of the American suggestions in reference to the restriction of emigration to the United States. ' It states that the stoppage of emigration of Japaneso to Canada, Mexico, and Hawaii makes further American complaints impossible. CALIFORNIANS PUZZLED. EXTRAORDINARY EXODUS OF JAPANESE REPORTED. The newspapers are urgently discussing the question of the "open-door" in Manchuria. American newspapers, according to recent messages, declare that the real question between tho United States and Japan is not that oi immigiation, but whethei Manchuria wil' fal l under Japanese control, and tho open-door be closed.
