Owing to Germany's progress in naval matters, the British Cabinet has decided to substantially increase tho naval estimates for 1908. A still larger increase is expected in 1909. Despite German assurances to the rxmtrary, there is a feeling in Germany, as well as in Britain, that the expansion of tha German navy is with the object of sooner or later testing British supremacy of tht> seas. In tho Reichstag recently, Herr Bebel, the Socialist | leader, said it was clear that Germany's fleet was intended for uso against Britain, who, wearying of her constant efforts to maintain supremacy of the seas, might strike before it was too late. Admiral yon Tirpitz, Minister for the Navy, replied that it was a figment of tho imagination to supposethat Germany aspired to dispute Britain's supremacy of the seas. Germany's fleet was being built in the interests of peace. The last German budget provided for an increase in naval expenditure of £7,500,000, as compared with an increase of £4,300,000 in the Budget of the previous year.
