THE GAMING LAW. REGULATION OF BOOKMAKERS.
RACING CONFERENCE RECOMMENDATIONS. [B1 TEkEGItAfH — rBEBS ASSOCIATION.] CHRISTCHURCH, 27th January. The following regulations for the admission of bookmakers to racecourses have been sanctioned by the Racing Conference, and are recommended to all totahsator clubs: — 1. Applications for bookmakers' licenses should be made on or before a day to be fixed by each club prior to each race meeting, and must be accompanied by a deposit equal to one day's fee. 2. Licenses may be renewed from day to day during a meeting, but subject to the licensee having conforned to the law and to the regulations of the club. 3 The amount of the fee for a bookmaker shall be fixed by each club, but no club which gives an average of less than £400 per diem in stakes shall charge a fee exceeding £10 per diem. 4.' Each holder of a license shall be entitled to employ a clerk at a fee of 10s per diem, to be paid to the club (provided that such clerk irnot and never has been a licensed bookmaker), but the name of the clerk must be submitted f6i approval at the time of the bookmaker's application, and must be endorsed upon the license, and no change of clerks shr.i' be made without the consent of the committee of stewards. 6- No holder of a bookmaker's license shall carry on his calling as a bookmaker except upon the portion or portions of the racecourse specially set aside for the purpose, and in respect of which he is specially licensed. 6. Reasonable facility shall be afforded to bookmakers for communication with such portion of the public as may bo entitled to hava access to the portion of the racecourse for which such bookmakers aie licensed. 7. No bookmaker shall cal 1 the odds or transact any business outside the enclosures eet apart for that purpose. 8. No bookmaker shall make any bet on any race after the closing of the totalisator for that race/ 9. !so bookmaker shal 1 lay any wager in contravention of section 4 of the Gaming Act, XB94 7 and in pn.r-Ucala.r-no bookmaker shall lay totalisator odds. 10. Any bookmaker or the clerk of any bookmaker who shall be proved to the satisfaction of the committee or stewards 10 have committed any breach of the conditions of his license, or of the Gaming and Lotteries Act,, or to have been guilty of a corrupt practice within the meaning of the Rules of Racing, or to have committed any breach of the Rules of Racing, or to have caused any disturbance on the racecourse, shall bo 'iable to have his ■ bookmaker's license cancelled ; and in the event thereof he shall not be entitled to a refund* of any portion of his license fee, and shall in addition be liable to be expelled from the racecourse. * 11. Every bookmaker 'and clerk shall wear a distinctive badge, and shall when cal.cd upon produce his license for inspection. 12. No bookmaker shall make any wager which depends upon the result of more than one race. 13. No bookmaker* shall* run a!" horse "at any -meeting at which he shall be the holder of a license. 14. No license shall be for a, longer time than one meeting, renewable daily, as hereinbefore provided. 15 Unless at least ,six suitable bookmakers apply for licenses it shall be permitted to clubs giving less than £400 per diem to charge a fee nob exceeding £20. 16. An application by any person. to, be licensed as a bookmaker shal) be considered as an undertaking to observe the terms imposed by these regulations and the local regulations of the committee, and shall aJso imply that the applicant will wager solely on his own behalf, and not on behalf of any syndicate or confederacy of bookmakers. 17. No deposit other than the proper fee shall be required from any bookmaker.
