The incident is interpreted in some \ quarters to mean that the Japanese are* resentful over the September rioting, and eager to take advantage of any opportunity of securing revenge. • .The riots In September resulted in tho wrecking of many Chinese and Japanese shops. It wa3 allegixl at the time that tho trouble was" engineered by professional agitators from. Washington State. Japan did not maks an international -incident out of the riots, Canada expressing regret for the occurrence, and giving assurances that^ measures woultt be taken to prevent similar incidents taking place in the future.
