The Bill ratifying the annexation of the Congo has been referred to a committee of the Chamber. A local newspaper declares that the Crown domain will be treated as a separate concern, administered by an official appointed by the Government. He wiU submit a report annually. The domain will not be a State within a State, but be amenable to the laws of the country. The Chamber will eventually be able to modify the organisation.
