Cy Telegraph.— Pre&j Assiciatipn.— Copyright (Received August 26, 7.11 a.m.) LONDON, 25th August, in connection with tho Colonial Ofticc lcform proposals, it is stated that the scope of the Dominion Department includes piotoctonxtes and possessions geographically dependent upon the self-gov-erning colonies, while the i^eneTal Department "will deal with lcgul, financial, and other business, with a stsaiding committee taking v collective; view regarding contracts, concessions, and patronage. j THE TIMES' COMMENTS. (Received August 26, 7.19 a.m.) LONDON, Hsth August. The Times" describes the re-amngenient of the Cploniul Office as j. dix"ect fruit of the late Imperial Qonfcience. It says: — •'It ie a matter of great significance that this tsrui r colouial' choulu be confined to the Crown colonies; that the secietari&b to the conference should be inside iiie Colonial Oftice is an anomaly, and can only bs a transition to a furtner stage of development. As- the coniereucc placed the Imperial States on an equality with the "Home Government, -the secretariat must bo ultimately responsible exclusively to the heads of these states, under the. chairmanship of the Motherland's Piemier." There is, the Times declares, need for keeping in the closest touch with colonial feeling, and .the paper suggests that the Government ought to be ready to go outside the Colonial Office -in appointing officials to the secretariat.
