(Received August 1, 9 a.m.) LONDON, 31st July. In the House of Lords, Lord Brassey complained that the reasonable demands of the colonies for the loan of vessels suitable for training seamen had not been granted. Tho Motherland ought also to supply large cruisers and ocean destroyers for the protection of Australian trade. Lord Tweedmouth denied that colonial interests wevo being neglected. A wellmanned Australian flotilla of destroyers and submarines would be a very substantial defence against casual raids, and also of the greatest assistance to the British fleet in the event of war. Personally, he did not beliovo in sending odd cruisers to odd places all over tho world. The essence of ths modern 'policy was fleet concentration.
