A settlement' has been reached in regaid to the conflict between tho Governor of North Carolina and the Federal Circuit Court. The railway company implicated has agreed to the Governor's proposal of a 2^ cents rate, th* law to operate from Bth August. A proviso is also being made that the- highest courte in the land shall speedily adjudicate on existing cases. In North Carolina a serious position was reached through the action of the Governor, who positively refused to obey the ruling of the Federal Circuit CouTt, which declared' tho State law on railway rates unconstitutional. He rejected all offers of compromise until the railway companies had complied with the State law. His action whs widely condemned by tho press, and feeling ran so high that at one time it was feared there would be a, collision between tho Federal and, Stato troops.
