Venezuela refuses . to arbitrate respecting the asphalt concessions granted to Americans. It is not the first time that Venezuela has shov.'n"defiance to one or another of the Powers.- In 1902 a blockade was instituted by Britain and Germany in default of the recognition and satisfaction of certain claims.
