Raisuli declares that if the tribesmen, at the Sultan's command, attack him he will kill Sir Harry Maclean. The Sultan has, we have' bnen told, sent/ troops to ovei'awo the tribes near Tangier, in the vicinity where the 'brigand chief holds tho Kaid captive, and chiefs have been warned that, they will incur > penalties unless , Sir Harry is released. The threat of , Raisuli, which he is quite capable of carrying into effect, makes it probable that force will not bo used against him. AN OFFER, WITH CONDITIONS. WOULD IT BE SAFIS? (Received July 2, 8.30 a.m.) LONDON.. 26th July. Reuters Tangier correspondent states that a messenger who has returned from Raisuli's camp, states that tho Hukmass tribe is .villing to surrender Sir Harry Maclean, provided the Sultan personally proceeds to the country to pardon them, excuse them from service in the Imperial army, and relieve them of taxes. Tho tribe refuse- to deliver up Raiuili, but guarantee his good behaviour if paidon3d, and property is returned.
