The full Co-art of Appeal yesterday afternoon hoard argument in Ihe case of Edward Vivian Riddiford v. Robert Cnmpbell Sim, Piesident <-.f iho Ikarc. District Maori Land Board, and tha other members of the board. Mr. C. B. Morison appeared for plaintiff ond Mr. P. Lovi for defendants. Plaintiff pri'yei that a writ of mandamus should issue directing the board to affirm the lease, granted by Miniwa Heremai". to plaintiff of the kind known ns Ngnwakaakupo, No. 2i) Containing 4203 acics, or in the alternative, that a wiit cf mandamus should issue directing the hoard to hear and determine according to law, the application of the plaintiff for the approval of the board to tho lease. The grounds set out in support of plairl iff's applica lion were : — Ihat the boar's has, for a io:tson which is no reason in law (namely, that the area to be acquired by such J lease is in excess of that allowed* by law) refused to approve tho saici^ lease, or to bear and determine the application of tho plaintiff; that the Maori Lar-d Settlement Act 1905 expressly authorises leases of 5000 acres of pastoral land ; that under section 26 of the Native Lands Administration, 1900, the holding of leasehold is jio disqualification. Tho point at issue was whether the disqualification under section 26 applied equally t6 freehold aad leasehold, or only to the former, and at the conclusion of argument their Honours took timo to consider. In presenting a comparative repoit of the class entries, particulars of which were published in last night's Post, the director of the Technical School stated at last nighfs nweting of the Technical ' Education Hoard : "I have to point out that in all the classes for which the- accommodation provided is moderately complete, there is a large increase of at-" tendance, whilj in classes which are illprovided for the numbors are stationary or worse than last year. Only one of I the classes accommodated in the present drawing office is increasing. There is no doubt in my mind that this lack of improvement is entirely due to want of i pioper accommodation. Properly fitted I up laboratories and drawing office must j be provided to enable students to progKss on right lints. I believe that wo could have much larger classes at the present time, in engineering and building < construction, etc., if we mado tho classes ' a popular entertainment and gave a spe- ; cious sort of sham training. We must, j howevor, keep all training on sound j lines, even- at tho risk of making it | scrappy and disconnected for want of ( the necessary apparatus and building equipment. An inevitable consequence of lack of facilities is to enormously increase the natural difficulties which all students must meet in any Teal training, and so to discourage maoiy who otherwise would ma\e good students." The board decii"<?d to consider t_e whole question at a special meeting. Early next week a deputation i>3picsenting the Wellington Hospital Trustees is to interview the Hon. G. Fowlds (Minister of Public Health) to urge tk-3 need of sufficient provision for all infectious diseases occurring in tho distiict. The matter has been hanging fire for some time, but it is thought now that a strong '.effort will be made to got the necessary accommodation. During tho present epidemic of scarlet fever the hospital has not always been able to take in -yen all the urgent cases, ond hardship has been tho inevitable result. • The annual meeting of the Wellington Educational Institute 1 was held last night in the Technical School Buildings. Mr. A. Erskine presided. Tho annual report was read by the secretary, and on th© motion of the chairman adopted.. Th-2 balance-sheet showed a surplus of £26 in the amount of receipts and expendituTe, a credit balance of £56 in the b-sne-lit fund, a credit balance of £127 in tho deposit account, while assets exceeded liabilities by £192 7s fld. Afl-3r some discussion the balance-sheet was adopted. The following honorary officers were elected : President, Mr. W. Foster ; vicepi csidents, Miss Bright and Mr. Parkinson; treasurer, Mt. G. M. Henderson; committee, Miss Watson, Messrs. Hopkirk, M'Kenzk, and H. A. Cowles, 8.A. ; auditor, Mr. C. Bary ; secretary, Mr. Jas. Fanning. Aftei« dealing with several questions of educational interest, tho meeting concluded its proceedings by a\ota ot. thanks to the outgoing officers. An executive meeting of the Wellington, branch of tho Farmers' Union, held at Palmerston, passed the following motion — "That this executive, whilst thanking the Government for recognising the desirability of granting the freehold to L.I.P. tenants, desires to reaffirm the opinion of the union that the'only satisfactory terms of purchase are- those al> ready set out by the union's platform." (Tho union wants to purchase at the original value of the holding.)
