Tho preamble now reads : — "Tliat the method of payment should be by fixed sum equal to the average 'annual amount of three-fourths of the net revenue from Excise and Customs duties which the respectivo States have contributed during nine years prior to 31st December, 1910." This leaves the Federal Parliament master of tho situation if after 1910 the Federal Customs and Excise receipts exceed the aggregate amount of the annual fixed sum guaranteed. Any such sum in excess shall be distributed by the Commonwealth among the States on a per capita basis.
