Attention is drawn to tho large incrcass in ths number of untartincatcd or ualiceLssd teachers, mc6t of v/hom aTe oaiployed single-hand-ed in outlying districts. O£ 164 adult ' teachers, 13.8 per cent, dft not possess the essential certificate of competence. Tho inspectors complain tha.d , owing to incioasc of work and changes in methods the schools are inadequately staffed.
