The Council of tho Empiro has rejected tho Duma's Bill for the abolition of field conrts-mortial and for the revision of sentences passed by field courts-martial. The Council of tho Empire is tho semi -nominated Upper House of the Russian Legislature. Half its membors aro nominated by the Tsar, and it has equal legislative powers with the Duma, and the samp right of initiative in legislation and in addressing questions to Ministers. A measure rejected by either tho Council or tho Duma is not laid before tho Tsar at all. Tho abolition of fiold courts-martial is perhaps tho foremost demand of the popular party. Military trial, without appeal, has put thousands into prison, and the Duma sought to abolish tho system and roviso its arbitrary sentences.
