A MISSIONARY'S OPINION. CONTROL OF RECRUITING MARKS AN ADVANCE. (Received March 22, 8.40 a.m.)^ LONDON, 21st March. Maurice Frater, missionary, has written to the Colonial Office that it is admitted in the New Hebrides that the Convention is the first attempt to introduce law and order in connection with the recruiting of labour in that group, and marks the end of the present barbarous condition of affairs.
