VICTORIA COLLEGE.
♦ MEETING- OF THE COUNCIL. A meeting of the Victoria College Council was held last evening. Present— Dr. Findlay (chairman), Sir Robert Stout, Dr. Knight, Messrs. R. M'Callum, W. H. Quick, T. R. Fleming, A. R. Meek, E. yon Haast, J. Graham, C. Talbot, O. Wilson, C. Watson, F. P. Wilson, and Rev. W. A. Evans. The Library Committee reported that Mt. A. B. Thomson, of the General Assembly Library, had been engaged cataloguing and classifying , the books, 'I he committee recommended — " (1) That the council determine a sum which 6hall annually be provided for additions to the library, such sum to be a permanent appropriation until altered by the council ; (2) that the annual grant be at the disposal of the committee ; (3) that the Library Committee may consult the Professorial Board or any professor with respect to the professcwe' requirements in each year, and may appoint one or more of ite committee a sub-committee to act with authority to order books; (4) that the council rescind the present library regulations ; (5) that new regulations be prepared; (6) that the regulations provide that no book be taken out of the college building except upon the written request of a professor, the profesor to be answerable for the return *of the book; (7) the committee further recommend the council to authorise it to expend a sum not exceeding £30 in each year to custodians of the books, such custodian or custodians to be students at the college, if possible." The chairman of committee mentioned that the work of cataloguing and classifying the library had been done on the simplest form. Some discussion took place on the question of the sum recommended to be- paid to custodians. This clause -of the report was referred to the Finance Committee, and the balance of the recommendations was adopted. The Registrar reported that junior Queen's scholarships had been won by Humphrey Parker (Gisborne), E. M. Wyllie (Stratford), E. 11. Ryburn (Wanganni), James Milne (Wanganui), Thos. E. Beard (Carterton), and D. A. Harie (New Plymouth). It was also reported that Parker had nominated Nelson College as the place where he wished to get the training he was entitled to by hie scholarship. The others nominated the district high schools in their districts. A peculiar difficulty was mentioned in ParkeT's case. The Act provides that the student must reside in the Wellington provincial district. 1 Gisborne is within the Hawkes Bay Educational District, but as he was outside the pale of ite provincial limits it was discovered he could not be granted a junior Queen's scholarship. Ifc was agreed to approach the Education Department with a isquest that the lad should be granted a National Scholarship or some other equivalent of that which he won. The Registrar also reported that senior Queen's scholarships had been awarded to Harriet Mary Jenkins (Blenheim), Ethel M. Hall (Napier), Annie W. Tychenne (Wellington), and Thos. Boyce (Wellington). The first named declined the scholarship, so one will be granted to the next in order of merit on the list. After Sir Robert Stout had explained the syStem of granting the scholarship, a sub -committee^ was set up to report on tho best means of beautifying the college grounds. Accounts amounting to £605 17s lid were passed for payment.
