f TO THE EDITOB Sir, — Last year ,tho Epuni Leases Surrondor Act was passed, and several of our sottlors have been trying to obtain the relief which the Act was intended to secure. But the autocratic Land Board practically refuses to allow the iAct to be put in force, trying to read into it a clause which it does nob contain, viz., that all the settlers, or tho majority of them, must agree to surronder part of their sections, otherwise nono shall surrender. We aro cupposcd to be under a tenure something superior to_ that ot a tenant of tho ordinary private landlord, but m one respect tho latter is to be preferred — ho must observo tho law, and cannot repudiate and practically nullify it at his own pleasure. It J3 largly owing to such vexatious "bossing" on tho part of Land Boards that many Crown tenants are determined to fight tooth and nail to obtain tho freehold, and so bo free from the harassing, dictatorial tactics of official bumbledom. — I am, etc., H.
