A series of ably-written but highly personal and impertinent "Letters to Eminent Men" is appearing in Public Opinion. 'The latest is addressed to tho Archbishop of Canterbury, and opens thus — "Your Grace, — It was a matter of no small satisfaction to the vast majority of Churchmen that on the morrow of Mr. Birrell's introduction of his amazing Education Bill you stepped forward without hesitation and witi absolute conviction and pronounced the nearest thing to anathema known to Anglicanism. Your Grace's action was at once spirited and inspiring. "It was the action which the occasion demanded. It proved to the ' country which had yet to grasp the essentials of the measure that the Primate of England is a leader in fact as well as in name, and that all the energy of protest does not rest .rith the Cliffords and the very active Passive Resisters." Tho text of Mr. John Johnson's Bill "to provide for the total abolition of vivisection" in Great Britain has jmsE been published It provides that a justice of the peace, upon information on oath that there is reasonable ground to believe' vivisection is being practised in any place, shall issue his warrant authorising forcible entry and search. The penalty for practising vivisection is to be, for a first offence a fine not exceeding £10, for a second off-enoe imprisonment for a term nofc exceeding three months, and for any subsequent offence a fine not exceeding £50, or imprisonment for a term nob exceeding six months. Besides Mr. Johnson, the backers of the Bill are Messrs. Whitwell Wilson and John Wilson, 'Colonel Sandys, Colonel Lockwood, Messrs.
