I th.nk the <as.e?t way to obviabe all difficulties would be to adopt the follow in? suggestions:—l understand t>he Referees' Association examine all tz-ft-Teee who aro mtmbjrs of their asbociation Well, let ,he association &r..ue them (possibly they do now) into, say, four ciasass : Senior, junior, thir J-clas3, and fourth-class, and have the nr.ims of those qualified to act in Hie different grades submitted through the Rugby Union to the various clubs, and have a vote taken by the different clubs or bKms interested as to whether they have any objection to plajmg under any of the nominees submitted. (Should any of the nominees be objected to by the majority of .the clubs or teams in the class he is graded then it is evident he or they should stand oat'of that grade. Probably somo will say Why &hou.d the club* h«ve a say in tho matter at all? Well, I think if a refereo is graded, cay, a first-class referee, and the majority of the senior clubs think he is not capable, then they should be allowed to voice their opinion. I trust some solution of bhe difficulty will be founu before it is too late."
