THE PRESIDENTS SPEECH. EVILS OF OVER-CAPITALISATION. THE IMMIGRATION QUESTION. [press association.! (Received December 7, 7.22 a.m.) NEW YORK, 6th December. Congress has been opened. President Roosevelt, jn the- course of his message, which was a paraphrase of the speech delivered at Atbnta last month, recommended the suppression of railway rebates and emphasised the evil of overcapitalisation. He suggested that legislation should be introduced for the purpose of protecting working women, and said the decrease in marriage and birth rate was coincident with tho introduction of women into the field of industry. Th& message mentioned that- the Treaty of San Domingo prevented any Europeaii Power seizing the territory, and the inf» mediate fortification of Hawaii wa6 urged. Mr. Roosevelt also advocated the holding of an international conference to deal with the question of immigration, andtoseoure a thorough inspection of* immigrants before embarkation. While he justified the exclusion of Chinese cooliee, he recommended thf admission of students, business men, professional men, and travellers in the same way as those from other nations. In conclusion the President advised that an mler-Stato Commission bo given power to fix the maximum l'ailtvny rates.
