The Tsar has issued a manifesto announcing the ratification of the terms of peace with Japan. The manifesto states that God caused the Fatherland to suffer sore trials. The blows received in the late sanguinary war had afforded manifest proofs of the bravery and courage of Russia's glorious troops in the obstinate struggle against their brave and mighty enemy. " Now that the painful war is over (says the Tsar) the Eastern Empire will be developed in peace and in good neighbourliness with Japan, our friend." The Tsar asks for the prayers of his subjects that God may bless his great labours, in conjunction with the men to be elected by the people, for the development and prosperity of Russia.
