PILLAGE AND MURDER. » SCENES OP VIOLENCE IN RUSSIA. TARTARS AND ARMENIANS IN CONFLICT. [PRKSS ASSOCIATION^ LONDON, 6bh September. Eeuter's correspondent at Tiflis, the capital of Transcaucasia, reports tlmt hordes ,of Tartar refugees are terrorising the south-east portion of the Caucasus. A series of engagements has been fought- «at Shusha between Tartars and Armenians from behind regular positions. There have been terrible scenes of pillage and murder, hundreds being killed. The condition of affairs at Baku is hourly becoming worse. Innumerable incendiary fires have been started, and rioters have fired workshops at Balanthan, a, suburb of Baku. The troops are powerless to suppress tho conflict between Tartars and Armenians.
