Tho King and Queen have gone to Cowes to meet the French fleet, which arrives to-morrow. Great preparations are being made at Portsmouth. Tho town is being very lavishly decorated. Many festivities have been arranged. Two hundred members of the Houses of Lords and Commons will entertain the sailors at a banquet at Westminster Hall on Thursday, Lord Halsbury, Lord Chancellor, presiding.
