A difference of opinion has arisen in the House of Commons regarding the mode of procedure hi respect to the 'redistribution resolutions. The Speaker, Mr. Lowther, has reserved his decision for . the present. If he decides that the various clauses and propositions must be dealb wibh separately and seriatim it will be almost impossible to carry the resolutions this session. Mr. Balfour, replying to a question by Sir Henry Campbell-Bannerman, said the Government simply asks that Commissioners be empowered to prepare a Bill ; when such a Bill is before the House members will have absolute freedom in discussing and settling details.
