NAVIGATION COMMISSION.
THE AIANNJNO SCALE. [I'IIESS ASSOCIATION.] SYDNEY, 7th March. At a sitting to-day of the Navigation Commission Mi*. Umysoii. Secretary of the Steamship Owner**' Federatioh, was examined in regard to the manning of stokeholds. He said the Federation did not beliove in tho adoption of it. statutory scale either »» laid down in (he New Zealand Act or on a (ire-grate uiea basis ttfl provided in tile Navigation Hill. It wax, he said, not possible lo define any particular scmlo by statute. The number of men must be governed by tho conditions existing on different ships. If there (must be a definite system, he would suv follow the New Zealand manning scale. Aflkcd if ho advocated the New Zealand syatom because it was cheapest, he retorted that ho did not ndvocato it — he only preferred it because it was tho only one, 80 far as he knew, that had a. manning scale.
