Evon tho most reactionary Ministers warned tho Tsar t.o concede- tho eksctivo principlo. IMio Tsar nt first refused, nnd complained that ho hnd boon loft to stand alone. Ultimately he signed the rescript, aftor hiinsolf ackling a sentence guaranteeing tho preservation of tho fundamental laws of tho Empire
