Tho Russian Commissioner (Admiral Dubnfioff) dissented from tho finding, declaring that the hostility ot the trawlers wns tho causo of the Russian squadron firing. In conclusion, the Commissioners declare that tho opinions formulated do not roheot on tho martial qualities or sentiments of Immunity of Admiral Rozhdcstvensky, or of the personnel of the squadron.
