Negotiations were opened, and the agent proved to be a Russian, who also mad© overtures to buy one oi* two swift ocean liners. The price asked, however, prevented the- transaction being carried out. The agent inspected and made enquiries concerning warships in course of completion on the Tyne, and then proceeded to London.
