MR. BALFOUR'S PROPOSALS. THE SUGGESTED ENQUIRY. [PRESS ASSOCIATION.] LONDON, 29th November. The Prime Miniyter, the Right Hon. A. J. Balfour, having decided to appoint a Royal Commission to report upon the dispute regarding church property arising out of the recent decision of the House of Lords, proposes that in the meantime the decision be respected, and the Free Church allowed only such property and funds as it is able to administer. Mr. Balfour also suggests cuat litigation be suspended pending enquiry, and that property which has b?er' forcibly seized be restored. The Free Church has seized the Lewis | Church.
