LOCAL AND GENERAL. To-day is the festival of St. Andrew, and (ho banks, Government and other offices are observing the holiday. It appears that the reason for the appeal which is being made by the Labour Department against the decision of Dr. M'Arthur, S.M., in the test case brought under the Shops and Offices Act last week against E. A. Tanner, of Newtown, is considered necessary in order to preserve rights which may bo useful sliould the second case, which is to be brougfit when the combined districts are gazetted, also fail. There is no appeal beyond the Supreme Court, but tho Judge may, should he so desire, remit the matter to^the Full Court for argument aud decision*
